The School Code of Illinois and the Illinois Administrative Code, part 226, have defined the need for special education as well as the need for the organized administration of all special education programs and services.  L.E.A.S.E. provides this organized administration of all special education programs and services for LaSalle and Putnam Counties.

Located in north-central Illinois, the L.E.A.S.E Cooperative covers a geographic area of over 1,300 sq. miles and includes in its underlying area, the following 27 school districts:
